I'm sorry ambassador Firespray, but what you are referring too, is
impractical, and unmakeable. From the information referred by both you and
the good ambassador T'Nek here, there are very few 'cleans' running around
in Kerestia. Setting them up, with a nice and controlled biosphere city,
will make them the targets of both the lords, and those Kerestians that will
seek the food and bounties they'll think the new city is going to have. So
then, you'll probably say, we'll let's give them the means to defend
themselves. And on the little civil war that such course of action will lead
to, Kerestia will suffer even more, and more. I believe the plan to reignite
the sun is one very good course of action, although there's also the
solution of evacuating the planet an setting them as a new colony on a
different star system. I think that would be our backup plan, if the
reignition of the sun, leads to it going nova again...
